Special magistrates are independent and neutral individuals appointed by the VAB to conduct hearings and recommend decisions to the VAB. Appraiser special magistrates are qualified real estate appraisers who hear petitions regarding real and personal property values. Attorney special magistrates are qualified attorneys who hear petitions regarding exemptions, classifications, deferrals, portability transfers, and other property tax issues.
